How to change to Text-To-Speech- Go to 'Settings' -> 'Options', or Alt + P shortcut
- On the list to the left, select 'Notifications'
- In the box in the upper left, select 'Default Text To Speech'
- Click OK
How to change what is said- Find where you installed TeamSpeak 3. Default path is C:\Program Files (x86)\TeamSpeak 3 Client
- Go into your 'sound' folder, and then to 'default_speech'
- Open 'settings.ini', and modify

How to change the speed of Text-To-Speech- Windows 7
- SHORTCUT: Use Windows Search and search for 'Chang text to speech settings', and skip to step 5
- Click 'Start' -> 'Control Panel'
- Click 'Ease of Access' -> 'Speech Recognition'
- On the left side, click 'Advance speech options'
- On the tabs on the top, select 'Text to Speech'
- Set the rate that you prefer
- Windows XP
- Click 'Start' -> 'Control Panel'
- In Category view, click 'Sound, Speech, and Audio Devices' -> 'Speech'
- In Classic view, click 'Speech'
- On the tabs on the top, select 'Text To Speech'
- Set the rate that you prefer
